What follows lines up the dated steps in that report, oldest first.
July 2026: The Island Residence Area Joins the Loop
According to 99.co, the three new stations fill the gap between the HarbourFront end of the line and the Marina Bay end, so trains run as a continuous ring. The report places the opening inside the Greater Southern Waterfront plans, which add workplaces, recreation and homes in stages as former port land is released. The rail link is the fixed point from which the later dates are counted.
Late 2026 and 2027 Around The Island Residence
The next step falls in the second half of 2026. 99.co said Mapletree's HarbourFront Centre is slated to close then, ahead of its redevelopment into a 33-storey office and retail development with a 13,000 sqm elevated park and an adjacent waterfront promenade. In 2027, 99.co added, a new food centre and market at Telok Blangah Beacon is expected to be completed. The same report added that HDB plans shops, supermarkets, eateries, preschools and clinics across Berlayar, the 48 ha former Keppel Club site where the masterplan provides for approximately 10,000 homes.
Home supply moves through the same stretch. 99.co noted that the first Berlayar BTO project launched in October 2025 with 880 flats, that Berlayar Rise followed in June 2026 with 1,976 flats, and that the Telok Blangah Road GLS site, awarded in November 2025, could yield about 745 homes.
The Island Residence Calendar to 2031
Further out, 99.co reported that redevelopment of Gillman Barracks, a site of about 40 ha, is expected to begin around 2030. Existing tenancies there expire progressively by the second quarter of 2030, per SLA as cited by the outlet. HDB said in July 2026 that further planning will determine the number and mix of homes, the flat classifications and the development schedule.
The last date in the report is the first half of 2031, when 99.co said the new HarbourFront Centre is due to complete. Across Berlayar, at about 10,000 homes, and Gillman Barracks, 99.co put the combined total at around 20,000 homes over the next decade or so. Read in sequence, the 99.co calendar moves from a finished rail link to a closure within months, a food centre in 2027, tenancy expiries by the second quarter of 2030 and a completion in the first half of 2031.

The Island Residence is planned on Keppel Island in Keppel Bay, District 4.
