The Greater Southern Waterfront and The Island Residence

The Greater Southern Waterfront is the long-term plan for Singapore’s southern coast, from Pasir Panjang to Marina East, and The Island Residence on Keppel Island sits within its western stretch. This guide summarises what URA and LTA have published about it.

What the Master Plan Says Near The Island Residence

The URA Master Plan 2025, gazetted on 1 December 2025, states that the consolidation of port activities at Tuas will free up approximately 1,000 hectares of land and 30 km of coastline. It names the former Keppel Golf Course site as the first step: 10,000 new public and private homes there will kick-start the transformation of the Greater Southern Waterfront.

URA adds that after the port vacates, Keppel Terminal and Keppel Distripark will welcome new homes along a waterfront setting, with access to nodes such as HarbourFront and Sentosa, and that new housing areas within the Greater Southern Waterfront are under study.

New Rail for the Waterfront Around The Island Residence

The rail network is already in place. Keppel station (CC30), opened on 12 July 2026, sits along Keppel Road and, in the words of LTA’s announcement, will serve future residential and commercial developments in the Greater Southern Waterfront while improving access to PSA International and Keppel Distripark.

The Island Residence at the Western End

Keppel Bay lies at the western end of this stretch, between the HarbourFront hub and the parks of Labrador and the Southern Ridges. While the port land further east awaits its redevelopment, the bay is already an established waterfront: Marina at Keppel Bay operates on the island, and the shore around it holds landmark homes and the Bukit Chermin Boardwalk.
